Access the Final Report: National Voluntary Consensus Standards for Patient Outcomes 2009
The Opportunity
To achieve quality healthcare across the full continuum, more measures were needed that specifically address various outcomes of care provided in our nation’s healthcare system. Development and endorsement of outcomes measures focused on areas with the greatest potential impact, including common conditions, gaps in measurement of patient-focused outcomes, and transitions across care settings.
About the Project
This project began in August 2009 and encompasses the first and second phases of NQF's 2009-2010 work on patient outcomes measures. It focused on cardiovascular, pulmonary, and bone/joint conditions as well as chronic kidney disease, diabetes, and several types of cancers. The specific lists of conditions for Phase I and Phase II are given below. Phase III of this work were conducted in the project Patient Outcomes Measures: Child Health and Mental Health.

Process
Candidate measures were considered for NQF endorsement as voluntary consensus standards. Agreement around the recommendations will be developed through NQF’s Consensus Development Process (CDP, Version 1.8). This project involved the active participation of representatives from across the spectrum of healthcare stakeholders.
The work of Phases I and II was overseen by the main Outcomes Steering Committee. Eight technical advisory panels (TAPs) offered expert review of candidate measures. Each phase had its own call for measures but both phases were open for Public and Member Comment.

This project was funded under NQF's contract with the Department of Health and Human Services, Consensus-based Entities Regarding Healthcare Performance Measurement.

The first and second phases of the Patient Outcomes Measures work focused on cardiovascular, pulmonary, and bone/joint conditions as well as chronic kidney disease, diabetes, and several types of cancers.
NQF issued a Call for Intent to submit candidate standards for patient outcomes measures across all phases. Notices of intent to submit candidate measures for this project were due by August 19, 2009. See the full Notice of Intent document for additional information.
In response, measure stewards identified 34 measures for potential submission: Patient Outcomes Proposed Measures (PDF).
The initial Call for Nominations for the Steering Committee and Technical Advisory Panels (TAPs) for Patient Outcomes projects closed on September 15, 2009. The Steering Committee has been empanelled. The process for receiving comments on and finalizing the TAP rosters is ongoing.

NQF issued an additional Call for Nominations to obtain interventional cardiology expertise for the Cardiovascular TAP. Nominations were due by December 21, 2009.

This subgroup of technical advisors was created from the surgeons on the Technical Advisory Panels of the Patient Outcomes project, specifically to do the preliminary evaluation of the sub-criteria for a single cross-cutting surgery measure.
The surgical technical advisors reviewed the measure on March 31, 2010, so they could provide input at the April 20-21, 2010 meeting.
