The Opportunity
Launched in 2014, the Medicaid IAP supports states’ ongoing efforts related to payment and delivery system reforms with targeted technical support and tools in four functional areas: quality measurement, performance improvement, data analytics, and payment modeling and financial simulations. Good measures will be critical to lowering costs and improving the quality of care provided in Medicaid programs, thereby increasing the value of state and federal investment.
Objectives
NQF will convene a multistakeholder coordinating committee and expert panels to identify sets of existing, standardized measures for states Medicaid agencies’ use. The measures will span care settings, levels of analysis, and Medicaid populations for four program areas important to Medicaid delivery system reform. The project will produce a report that will summarize recommendations for the measure sets in the IAP program areas. This project launched in September 2016.
NQF Process
This project will be guided by a coordinating committee and four technical expert panels (TEPs) that review and recommend Medicaid-relevant performance measures. The committee will invite and review public comments before issuing its recommendations.

This project is funded under NQF’s contract with the Department of Health and Human Services.
