Description

To better identify measures to advance National Quality Strategy (NQS) priorities, MAP has convened a set of time-limited task forces drawn from current MAP membership. The MAP Coordinating Committee will continue to set overall strategy for MAP and provide direction to MAP workgroups and task forces.

The seven task forces include:

Medicaid Adult Task Force

The Medicaid Adult Task Force was convened to identify ways to revise, strengthen, and improve the initial core set of health care quality measures for Medicaid-eligible adults (Adult Core Set) for voluntary use by states. Following an expedited review in 2013, the task force completed its first annual review in the summer of 2014. This year, the task force will continue to provide input on the Adult Core Set with a second annual report to be delivered in the summer of 2015.

Medicaid Child Task Force

The Medicaid Child Task Force will provide input on how to strengthen the Core Set of Health Care Quality Measures for Children Enrolled in Medicaid/CHIP (Child Core Set). This work will be informed by direct feedback from state Medicaid programs and other stakeholders. The task force will provide initial recommendations for strengthening the Child Core Set through an expedited review to be completed by November 2014, and an annual review completed in the summer of 2015.

Affordability Task Force

The Affordability Task Force will convene to identify a "family" of aligned measures that includes available measures and measure gaps that span programs, care settings, and levels of analysis related to the National Quality Strategy (NQS) priority of affordable care. The findings of the MAP Affordability Task Force are included in the MAP Families of Measures Report delivered to HHS in the summer of 2014.

Person- and Family-Centered Care Task Force

The Person- and Family- Centered Care Task Force will convene to identify a "family" of aligned measures that includes available measures and measure gaps that span programs, care settings, and levels of analysis related to the National Quality Strategy (NQS) priority of patient and family engagement. The findings of the MAP Person- and Family- Centered Care Task Force are included in the MAP Families of Measures Report delivered to HHS in the summer of 2014.

Population Health Task Force

The Population Health Task Force will convene to identify a "family" of aligned measures that includes available measures and measure gaps that span programs, care settings, and levels of analysis related to the National Quality Strategy (NQS) priority of Healthy People/Healthy Communities. The findings of the MAP Population Health Task Force are included in the MAP Families of Measures Report delivered to HHS in the summer of 2014.

Measure Selection Criteria and Impact Task Force

The Measure Selection Criteria and Impact Task Force was convened in the summer of 2013 to review the MAP Measure Selection Criteria in light of MAP's prior experience to date, including additional principles developed during the 2012/2013 pre-rulemaking activities. Additionally, the task force considered how potential impact of measures should be factored into pre-rulemaking recommendations. The findings of the Measure Selection Criteria and Impact Task Force were considered and finalized by the MAP Coordinating Committee at their in-person meeting in October 3, and were delivered to HHS on October 15, 2013.

Health Insurance Exchange Task Force

MAP Input on the Quality Rating System for Qualified Health Plans in the Health Insurance Marketplaces provides recommendations to HHS on the performance measures proposed for use in the initial implementation of the Quality Rating System. The purpose of the Quality Rating System is two-fold, enabling consumer choice and supporting regulatory oversight. HHS provided MAP with supporting documentation. MAP’s report focuses on identifying performance measures that will best inform consumer selection of health plans in the marketplaces.
