In July 2007, NQF began a multi-phase project to evaluate the quality of care received in the emergency department. During Phase I (November 2007), NQF endorsed 12 national voluntary consensus standards for emergency care related to emergency department transfers. As part of Phase II, this draft report presents 10 performances measures which address timeliness, access, communication, care coordination and efficiency in hospital-based emergency departments.
Eighteen Steering Committees evaluated 20 candidate measures using the NQF-endorsed™ measure evaluation criteria of importance, scientific soundness, feasibility, and usability. The measure evaluations and meeting summary summarizing the Steering Committee deliberations, discussions with measure developers and recommendations are available for Member review only.
The draft report contains an appendix with the measure specifications.
