Vice President, Health Information Resources

Reporting to the CEO, the Vice President, Health Information Resources will lead the overall development and direction of NQF’s strategies, projects and assets aimed at facilitating the establishment of electronic data sources capable of supporting performance measurement, improvement and public reporting. Success in this critical role will require and draw from a deep understanding of the provider side of healthcare, medical informatics and performance measurement. In addition, a solid understanding of the history, development, and current trends of the national health quality dialogue is essential. Advanced analytical skills on the nature and use of benchmarked clinical data are also required. The Vice President, Health Information Resources will communicate and coordinate with relevant NQF partners to maximize alignment of NQF activities with those of the health information community.

Responsibilities

The Vice President, Health Information Resources will have a broad set of responsibilities which include:

  • In partnership with NQF’s Senior Vice President for Performance Measures, develop a plan for migrating performance measurement/reporting activities to an electronic platform;
  • Provide guidance to the NQF team, expert panels and others on analytic aspects and data requirements associated with various performance measures, including episode groupers and predictive modeling systems.
  • Coordinate with the Quality Alliance Steering Committee (QASC) to ensure that the portfolio of NQF-endorsed measures takes maximum advantage of the types of data available in emerging Health Information Exchange (HIE) platforms.
  • Oversee NQF’s work on the identification of a Quality Data Set and other capabilities needed in EHRs to support performance measurement and public reporting.
  • Serve as the NQF liaison to the AMA/NCQA Collaborative for Performance Measure Integration into EHRs, HITSP and CCHIT.
  • Coordinate with QASC, AHIC, measure developers, health plans and others involved in developing implementation rules/guidelines for aggregating data and reporting on performance measures from various types of Health Information Exchange platforms.
  • Act as a national expert and resource on NQF’s role in facilitating the development of electronic platforms to support performance measurement and reporting.
  • Present at national, state and community forums.

Experience and Education

The new Vice President, Health Information Resources will be a superior healthcare informatics executive (MD and/or PhD) with natural leadership skills. He/she will be an innovator with high strategic acumen and strong analytical agility. The successful candidate must have a proven track record of demonstrated leadership and success in developing and managing a diverse team of health care professionals and possess deep knowledge in all aspects of medical quality, medical informatics, health information exchanges (HIEs), and electronic health records (EHRs). The successful candidate will be a seasoned enterprise leader who excels in external relationship management and is comfortable functioning in a highly visible national spokesperson role. A demonstrated ability to execute innovative analyses that command national credibility is required. One must be able to effectively lead in a complex and highly matrixed environment and have demonstrated ability to drive performance while balancing competing demands for shared resources.

Other desired experience and expertise include:

  • Experience with and understanding of health plans’ administrative and claims processes, and applications related to performance measurement and improvement.
  • Knowledge of expanding capabilities in health information exchange and EHRs.
  • Appreciation of competitive environment and strategic growth opportunities.
  • Knowledge of state and federal regulatory requirements and environment.
  • Knowledge of quality measurement and reporting activities of NCQA, The Joint Commission, CMS, AHRQ, state governments, private purchasers, health plans and others.

An MD and/or PhD is required. Formal education health information technology is ideal.
