Medicaid Innovation Accelerator Project 2016-2017Abstract
Medicaid is the nation’s public health insurance program, covering 1 in 5 Americans--including low-income children, adults, seniors, and people with disabilities. The Medicaid Innovation Accelerator Program (IAP) supports states’ efforts to tie Medicaid payments to improved value, supporting states in their ongoing delivery system reform efforts in four program areas. This report includes measure recommendations that address key quality issues in these areas, which include reducing substance use disorders (SUD), improving care for Medicaid beneficiaries with complex care needs and high costs (BCN), promoting community integration through long-term services and supports (CI-LTSS), and supporting physical and mental health integration (PMH). Specifically, NQF’s Medicaid Innovation Accelerator Project Coordinating Committee recommended 24 measures and 5 measure concepts in the SUD program area, 18 measures and 1 measure concept in the BCN program area, 10 measures and 4 measure concepts in the CI-LTSS program area, and 30 measures and 1 measure concept in the PMH program area. Measures recommended in this report serve as a resource for states to supplement their existing measurement strategies. Adoption, implementation, and use of these measures is voluntary.
