The National Quality Forum’s (NQF) portfolio of safety measures spans a variety of topic areas. Many measures in the portfolio are used in public accountability and quality improvement programs. However, significant gaps in measurement remain. The Patient Safety Standing Committee oversees the NQF Patient Safety measure portfolio, evaluates newly-submitted and previously-endorsed measures against NQF's measure evaluation criteria, identifies gaps in the portfolio, provides feedback on gaps in measurement, and conducts ad hoc reviews. On July 27-28, 2016, the Patient Safety Standing Committee evaluated 13 newly submitted measures and 2 maintenance measures. During the meeting, a total of 11 measures were recommended for endorsement, two measures were not recommended, one measure consensus was not reached, and one measure was recommended for trial use approval. During the October 25, 2016 Post comment Call, the Committee re-voted on the measure where consensus was not reached (Measure #3025), and voted on the deferred measure (Measure #3000). Ultimately, the Committee agreed they both met the criteria for NQF endorsement. The Consensus Standards Approval Committee (CSAC) chose to endorse 12 recommended measures and to defer the endorsement decision of measure #0022. Therefore, 12 measures are recommended for endorsement, one measure was recommended for trial use approval, and two measures were not recommended. The endorsed measures did not receive any appeals and were ratified by the NQF Board of Directors Executive Committee.
